Jerrell D. Coggburn, Associate Professor and Chair of Public Administration, MPA and Ph.D., University of South Carolina, teaches human resources management, ethics, and strategic planning. His research interests include human resources management, public management, and public procurement. He has conducted research on a variety of state government human resources (HR) topics, including state employee benefits, HR decentralization, and HR outsourcing. He is a past recipient (with Sandra K. Schneider and William G. Jacoby) of the William and Frederick Mosher Award for the best Public Administration Review article written by an academician. His research has appeared in Public Administration Review, Review of Public Personnel Administration, Journal of Public Administration Research and Theory, Public Performance & Management Review, International Journal of Public Administration, Public Administration Quarterly, and other scholarly outlets. He is currently co-editing (with Steven W. Hays and Richard C. Kearney) Public Personnel Administration: Problems and Prospects (5th Ed., Prentice Hall) and (with Christopher G. Reddick) the Handbook of Employee Benefits and Administration (Taylor & Francis). He is also completing a four-state study of employment at will in state government. He serves on the editorial board of the Review of Public Personnel Administration and the Executive Board of the American Society for Public Administration’s Section on Personnel Administration and Labor Relations. Prior to joining North Carolina State University, he served as Chair of Public Administration at The University of Texas at San Antonio.
